There are several access points to the refuge.  Columbia:  Refuge Headquarters/Visitor Center/Boardwalk, south of Route 64 at Scuppernong River Bridge Rest Area.  Eastern Entrance:  Hwy 94 south from Columbia (7 miles), gravel road west.  Pungo Unit:  Hwy 45/99 south of Plymouth, continuing on Hwy 45 to the refuge entrance.  Lake Phelps:  South of Shore Drive which is south of Roper and Creswell.
